I'm writing to appeal citation #401238399, issued to my vehicle at 500 Main St in Zone 63156 on Sunday, April 19, 2026 at 10:58 AM for "Park Meter Expired Time" (Statute 70-594B). My vehicle had a valid paid ParkKC session active at that time; the citation appears to be the result of a license plate entry error in the app, not an unpaid stay.
The facts:
- Vehicle: 2016 Audi Q5 Premium, black, Nebraska plate YLF 850 (citation renders as "YLF850")
- Zone: 63156 — Main St 500 Block
- ParkKC session number: 776994232
- Session start: Sunday, April 19, 2026 at 9:49 AM
- Session end: Sunday, April 19, 2026 at 12:19 PM
- Amount paid: $4.00 (Apple Card / Mastercard)
- Citation issued: 10:58 AM — inside the paid window
The discrepancy is that my ParkKC session records the plate as "(NE) YLF8" — only the first four characters of my actual plate, "YLF850". When the enforcement vehicle's plate reader scanned "YLF850," it didn't match the session I had already paid for, and the citation was issued.
I've attached three items:
- A photo of the citation
- The ParkKC transaction record showing my paid session — same zone, time window, and vehicle
- The Apple Card transaction record confirming the $4.00 charge to "Kansas City Parking" on 4/19/26 at 9:51 AM (status: Cleared)
The zone, date, and time window all match. The vehicle make, model, and color match. The plate on the session is the first four characters of the plate on the citation. The Apple Card charge ties the payment directly to Kansas City Parking at 9:51 AM — two minutes after the session started. Taken together, these show the session was mine and was active when the citation was written — I simply didn't complete the plate when I entered it in the app.
I would appreciate your review and a dismissal of the citation. Please let me know if you need anything further.
